Description:
The Functional Review aims at supporting the MoA to address strengths and weaknesses in the management of TVET by EES so that high quality agricultural technical training that responds to labour market needs is provided and so that access to services within the EES is improved. The Functional Review addressed and examined issues on three levels:
- Institutional level: The legal framework of operations and the formal and informal rules and practices that govern functions and relationships within the division and its associated departments, as well as with other entities and actors.
- Organisational level: The structures, internal systems and processes, as well as the human, physical and financial resources available; the way in which objectives are set and strategies are formulated, and how resources are allocated; how effectively tasks and actions align with objectives and how efficiently these are carried out.
- Individual level: Skills and capabilities of staff to undertake the tasks designated to them, looking at key issues that impact on effectiveness including ownership, motivation, morale and attitude, and provide an overall outline for a capacity building plan for appropriate job descriptions and functions to undertake including potential training needs.
The review explored and identified potential linkages with other ministries, and/or with other initiatives in place to support TVET programs, including the UNICEF-ILO initiative.
